Weber County Commission Approves $1.8 Million Jail Expansion and Nordic Village Plan
Weber County – The Weber County Commission approved the final reading of an ordinance on Tuesday to adopt the project area plan and budget for the Nordic Village community reinvestment area. The vote came after local residents expressed concerns about building density, tax increment financing, and water availability during public comments.
The Nordic Village project, covering 512 acres near Eden at 3567 E. Nordic Valley Road, is set to bring resort-oriented development to the area, including single- and multifamily housing units, hotel rooms, and commercial spaces. The plan includes constructing 428 condo units, 159 chalets, 50 employee housing units, and 230 hotel rooms. Additionally, the development will feature resort amenities such as new ski lifts, trails, parks, a tubing hill, an ice skating rink, an amphitheater, and a pond with a boathouse. Approximately 56,000 square feet of commercial space is also included in the proposal.

Before the vote, county officials, including Commissioners Jim Harvey and Gage Froerer, as well as Economic Development Director Stephanie Russell and Community Development Director Sean Wilkinson, addressed the concerns raised by the public. They clarified that water rights fall under the jurisdiction of the Utah Division of Water Rights, and the County Commission has no authority over these matters. They also emphasized that the project area plan is a prospective document, and the development agreement between the county and Nordic Village Venture LLC will guide future development.
Russell explained, “This has nothing to do with county development codes or the processes the developer will go through to ensure compliance with the agreement.” She further noted that while additional density could be added, it was included in the financial model without guaranteeing that it would happen.
In addition to the Nordic Village project, the commission also approved an agreement with GSBS Architects for the schematic design, development, and construction of a 37,000-square-foot medical and mental health facility at the Weber County Jail. The $1.8 million facility will provide medical services and support for vulnerable inmates at the 12th Street correctional facility, which currently has only six medical cells.
